Does anyone know what banks either offer accounts in foreign currency or have current accounts that let you spend other currency like euros or dollars without an extra charge tacked on?

DKB does free-of-charge Euro accounts, but you must have a good grasp of german.
Similar netbank.de, who pay a small amount of interest on your current account balance but charge a few cents for paper Statements whether your want them or not.
