We have just left a property and the LL wants to hold back £275
The agent wants to authorise the refund all but the £275
We want to make sure this isn't an agreement and final as we are not happy about the objection. This is far from over for us!

If so I assume the deposit is registered?
Contact the scheme and register a dispute.
The indisputed amount should be released to you and the disputed amount resolved by arbitration.0 -

OP - the fact that you are asking how to contact the relevant tenancy deposit scheme suggests that
(a) your LL has failed to give you the Scheme's Prescribed Information or
(b) the relevant info has been supplied and you have failed to read the details .
Remember that the LA works for the LL, not for you.
The three schemes are TDS, mydeposits and DPS - google them, clarify which one your LL has used ( or confirm that he has not in fact registerd the deposit at all) and then lodge your dispute pronto.0
