Joiner or Builder and putting in a new window

Hi, we need some work done on our house - basically a 3 stud partitions putting up to divide one room into 2 and to create a small utility room downstairs. - This would also need a new window knocking through to the side of the house. From my internet research it would seem I don't need planning permission - but I cant believe we can just knock a new window in without building regs?
Any views?

I would be very surprised if you did not require building regs for any new opening in a building ! give the council a call.0 -
