    It's just a way of trying to share out a smaller amount of money that is available.
    I don't see any difficulty in understanding that and why it is being done.
    And yet there won't be 20% less disabled people in the country, the disabled won't be miraculously 20% less disabled than they were.

    ah, but this is where the government has a cunning plan! move the parameters on what is actually disabled!

    This is why the government was so gung ho about the olympics! after all, if disabled people can compete at Olympic level - then as long as they are mobile.........they are NOT disabled!
    This discounts that most disabled Olympians are young and apart from thier disablity (which, seems to be physical rather than mental or respiratory or disease) fit and well!
    The disabled which make up the great majority of those claiming ESA or DlA dont fit that category - yet the government seem intent on 'making' them fit! and the general public seem to agree! as if the general public could compete at an olympics! its like George Orwell is running the country - Double think is taken as gospel!
