Even if I buy the property at 242, I will be struggling to sell it for more than 250 in 4 years due to the stamp duty limits...may be they should look at a slab system for stamp duty not to disadvantage properties around 250 k mark
There is an e-petition on Direct Gov regarding this (not the first I might add, but this one is still open):

I've long thought that stamp duty should not be charged in this way - it does skew things in properties which are close to the the band limits.0 -
Well I signed the petition as well. Any suggestions on my next offer. The seller seems steadfast about asking price. There was another property on the same street at same asking price that was on market 3 weeks ago but was under offer today. Very similar properties. The circumstances of my seller are different though. Do you think that this might make my seller nervous due to the fact that his property has been on market for 5 months whereas the other was only there for 3 weeks0

ok now there is another buyer and we are going for closed bids. I have put in a 249999. Not sure if this is the right number or 250101 is a right number0
