paypal refund still took 20p

Hi
I had transaction for an ebay item I sold. I refunded the transaction and paypal have stll taken 20p. Total fees was 88p. Is this normal? How can I get a full refund of the fees.

Paypal adjusted things relatively recently to withhold 20p as an admin cost on refunds.
