I recently sold an item which buyer is not happy with. I have agreed with buyer to give a refund and have just received the returned item.
Before I issue a PayPal refund, what is the procedure for reclaiming my final value fees.

I would email the buyer and thank them for the return. I would then ask if they would agree to a cancellation request explaining it doesn't remove the sale but allows Ebay to refund your selling fees.
If they don't reply in a day or so, file it anyway and see what happens.
The cancellation can be closed by:
1. The buyer agreeing. 2. The buyer refusing. 3. The buyer ignoring (or the case timing out after 7 days).0
