  • Did you find out whether the 14 days are working days or calendar days?

I know it excludes bank holidays.

A search on justice.gov.uk brings up many timescales but not for small claims, all specify working days.

No I am afraid I did not.

However, as far as I know I won the case. I counter claimed and he did not respond, and as far as I know, I have won it based on no response or something along those line. I have been too busy to check.

You have not won as in no judgment has been made, it just sounds like the other party has stopped pursuing the case. If you did make a counter claim, not just a defence of the original claim, and the other party did not defend the counter claim you could now apply to court for a judgment in default and proceed to enforcing whatever your counter claim was.

Everywhere in the Civil Procedure Rules (CPR) I've seen it says simply days, which would mean calendar days not working days. Which makes sense as 14 days is exactly two weeks, and 28 days is exactly four weeks.
