Yep, sorry for the misinformation, I think your right. Children under 1 don't count for overcrowding but rather weirdly do appear to increase the number of rooms for HB. So, the family would not count as overcrowded in a 1 bed property but do qualify for the 2 bedroom rate of HB.0
