Budgeting loan advice please

I will try to keep this short.
I was on income support up till May and then the very next day my wife claimed income support so there was no break in it.
So she sent of the form for a budgeting loan and she got letter back today saying that she can't have one as she has not been on IS for more then 26 weeks but I thought my IS claim was part of the 26 weeks?
Now I am going to send them a letter asking them to review it so am I right about my claim being part of the 26 weeks as there was no break and we are married and when they review it does it take weeks or do they do it the time as new claims for budgeting loans?
I even put on the form that I was on IS till it went to my wife.
