Citi credit card ppi claim

Hi was wondering if someone could help me i sent a SAR request to Citi finance as Im sure i can put a PPI claim in but they have returned my cheque stating that they do not have to supply the SAR details as they sold onmy debt. (I no longer have this debt as it was paid off about 18 months ago) it this correct?

You can still make a reclaim complaint to the business, even if the debt was sold on, but you do this with Citi Finance, the debt collections dept did not sell the product as Citi were responsible.
