Is it possible to transfer CC debt from my Husband's high interest card to my low interest card?

Yes. Although be aware it then becomes your debt in the event he runs off with the au pair.0

...unless your card is from Santander, in which case they DO NOT allow such transfers. Usually it's okay, though.
