Help Car Insurance!

Hi All,
Just after abit of advice....
Im currently using RAC for car insurance.
I had been told i was set on a direct debit for monthly payments.
on the 26/09/12 my direct debit was ment to come out
so i rang up on the 03/10/12 to ask why this wasn't the case and they have told me my direct debit has been 'cancelled'
So i agreed to pay them over the phone using my debit card, they tried twice to take this and said it has been declined both times.
I rang my bank and they have assured me both transactions have been taken. Then i thought id ask about my direct debit and they have told me no direct debit under RAC has ever been processed and all my payments have been via a card payment on a monthly basis.
I rang RAC back to tell them about my findings and they told me the money is in 'limbo' and will be back in my account within 7 days!
This is leaving me unable to pay for petrol and rent for the rest of the week so i had to take the week off work UNPAID (as you can tell im on a very small wage and can just about manage all my expenses.) But i live 15 miles from my work place.
The money arrived back in my account today! 09/10/12 so i rang them up again to take payment. I provided my card details over the phone to double check what they had on record then they took the payment TWICE again!
I asked for a supervisor to do a complaint as all these have to be done over the phone... Although ive emailed them twice already to complain and had no reply although there website says im able to do this.
I explained what has happened and the staff member was rude and just said ive basically cancelled the direct debit and it wasnt there fault.
So then the phone call came to an end as she was more than useless and couldnt tell me the reason why any of this happened.
I asked for a copy of the recording of the phone and i was told this would be £10 for this.
Can anyone give me any advise on this because im sure ...
1) holding card details is illegal isnt it?
2) how to complain in writing
3) Am i able to get any of my expensise paid.
Please help me!
Im only 20 and my insurance is £150 a month so its not a small amount this is the reason im having problems!

1) No, holding card details isnt illegal. They should however tell you what they are holding and for what purposes, its normally in the T&Cs you agree to when you buy the initial policy
2) Your policybook will give you the address to write to in case of a complaint. Just make sure you clearly head it as Formal Complaint
3) If you have direct costs caused by the issues then you almost certainly can get them back if the complaint is upheld, just make sure you keep evidence of them. If you are looking at a generic compensation instead then again you would probably get a token amount depending on how quickly it is resolved.0 -
