A house I regularly walk past with my dog is such a state. They have carpet and all other sorts of rubbish in their garden. Its disgusting. Any idea who I should report this too? Its not flytipping, it's in their garden

contact the council. they will send someone out to have a look. If they think its particularly bad they will issue a notice.
however, councils offer a free bulky item collection service to stop this kind of thing. You can find the relevant details on their website.
nothing wrong with caring about your neighbourhood"enough is a feast"...old Buddist proverb0 -
It is a real boon to have such people close by. Next time you have a bulky item to dispose of,dont bother hiring a skip or calling the council. simply drag your wares round to their garden in the dead of night and dump it.Feudal Britain needs land reform. 70% of the land is "owned" by 1 % of the population and at least 50% is unregistered (inherited by landed gentry). Thats why your slave box costs so much..0

Is it a council or HA property? If so, they will be in breach of the tenancy agreement, which requires that gardens must be kept tidy.
If it's privately owned, then nothing you can do unless it's a public health issue.
Ask your councillor to take a look maybe? No free lunch, and no free laptop0 -
I can't help but think of that TV programme, "Keeping up appearances".
