Dual fuel cooker and instalation

hello all
when it comes to the instalation of a dual fuel cooker are the electrics intalled into the mains or on a plug ? i ask because my neighbours is on a plug ( sure this is wrong
) and also if the gas bit has to be installed by a corgi registered person will the electrician be registerted or will it have to be a seperate installer ? hope someone can make sense of this and someone can help ......... thanks in advance
