Listed flat, next to a river... with a lodger?

Buildings insurance normally covers public liabilty.
Contents insurance normally covers personal liability.
In the event of you going out in the morning with a wash on and your washing machine has a hissy fit and breaks down and water damage is caused to the flat below you would be covered under the buildings insurance. I can't imagine that you would put your washing on and then immediately pop off on a holiday!
Unless you have been negligent, then the owner of the flat with the damage would be responsible for claiming from their insurance. Unless you wrecked their "cool stuff" with your absent washing machine activities! Then you have your liabilty insurance.
As regards to the lodger - many companies will offer cover but might have restrictions as regards to theft claims and lodgers belongings. They will normally want to know about rental agreements, occupation of the lodger, etc.0
