My 11 y/o is hoping to get her dad to buy her a tablet for Christmas (he doesn't live with us anymore) I need to make sure she is safe on the internet as at the moment when she goes on the computer in the dining room I sometimes find her on You Tube looking a pop videos which are not always suitable

Might be best (for a tablet) to use OpenDNS in your wifi router config as the DNS server, and sign up for an account so you can apply suitable protection filters.
An alternative may be to install K9 Web Protect app on the tablet (if it is available for that platform - I know it is for Apple) and configure the filters.0 -
An option is to only let her use the tablet when your within viewing distance or not let her use the tablet but i can see that causing WW3. Bod1467 has posted 2 excellent suggestions.0

If you need advanced parental control that records everything kids do on the web (such as Facebook) , as well as filters nasty websites, and does linguistic analysis to watch out for dangerous activity -
such as internet predators or cyberbullys -

In such a scenario the first option won't - the 2nd option will, as it is part of the tablet settings and all internet connectivity is filtered via K9.
Or the parents act as parents and lay down the law - the tablet doesn't leave the house.
