Positive eBay Balance

My eBay was unfortunately hacked at the end of June this year. The people responsible sold a lot of items ($1000's worth) from my account. They also changed my eBay e-mail address and contact details so that I didn't get any notifications, and sent e-mails to all of the buyers to request payments to be made to an alternate PayPal address.
The first I knew was when PayPal charged my current account £450 in eBay fees.
Since then eBay have been great in the sense that they have cancelled all of the items, removed the negative feedback left by the irate buyers etc.
However, eBay have refunded the £450 to my eBay account. This is showing now as a negative balance. I can't transfer the money to my PayPal account, I can't spend it etc, it’s just sat there waiting.
I've been on the phone now to eBay and PayPal a dozen times each - they just keep saying that I need to speak to the other party depending on which one I am talking to at the time.
Has this happened to anyone else, or can anyone help / advise on what i should do?
