My recent terms and condition notifications from Halifax and Barclaycard seem to suggest that all credit card issuers will no longer treat foreign purchases (including cash withdrawals in other currencies) any differently from normal purchases after November, so these transactions will only be subject to an exchange rate charge - and that charge should be pro-rata however small the amount.

It's essentially just a rewording of the t&cs, certainly in the case of the Halifax. The cash fee for withdrawals will still apply.
Perhaps Bcard is different, though I would think it unlikely.0
