Council Tax Benefit Entitlement

Hello,

I live with another person.
The other person is not my partner.
The other person is asking for payment towards the council tax bill.
My only income is Contribution Based JSA - £71 per week.
I have no savings/shares/other income or capital.
I have several thousands of pounds of debt which is being paid back at £1 per month to my creditors after agreeing hardship payment plan.

The direct gov website benefit advisor has some strangely worded questions so I've come here for potential advice (as my local council website has a broken link on finding out if I'm eligible to any help)

It appears to me, by using the benefits advisor on direct gov website, that because the person I live with earns more than £235 per week that I am not entitled to help and the other person is expected to pay my share of the council tax as on an income of £71 week I am unable to contribute anything.

Does anyone have any advice on this or can they advise that regardless of "marital/relationship status" because another adult earns more than £235 that any subsequent adults within the same household are automatically "banned" or "not entitled" to council tax benefit?

Apologies if this seems long winded but any advice greatly appreciated.
