Unable to repressurise boiler

The service man showed me what to do last time and I have seen this: https://www.worcester-bosch.co.uk/homeowner/customer-service/faqs/boiler-repressurisation/the-heating-systems-pressure-is-low-how-do-i-re-fill-the-system (I have an external filling pipe).

The pipe has always been attached since the boiler was installed and never removed (though I read that you are supposed to remove it)

There are 2 black plastic switches on the pipes that it is connected to - I can turn one but the other seems to be stuck and won't turn - I have removed the switch by unscrewing it off and the metal underneath is stuck too and won't turn. Do I have to get the part replaced or is there something else that I can try first?

If you mean the filling loop, the whole thing can be replaced for about a tenner if one of the valves has seized. which seems unlikely. Tried some WD40?
