New Laptop.. is this one OK?

Hello, please could someone hold my hand
I've been tasked to buy my parents a new laptop (their's has been going more and more wrong over the last year and they don't want to rebuild). Budget around £400. Basic use - i'net, word, skype.

I bought myself a Samsung a year or so ago and its a good laptop, but for just a little cheaper my MIL bought a Toshiba which is crap - even straight out the box it took forever to load windows and then as long to open anything (eg IE). Can someone reassure me that this should be a fairly responsive machine - or point me at another?

Any machine over £250 should be quick, out of the box, and your parents problems (assuming software) would probably be cured in 10 minutes (after backing up) with a factory restore.
Word will probably cost extra.!!
