buyer not responding help

i recently sold a ring. The price was £4.00 plus £2.50 p&p within Uk. I instructed bidders to contact me for worldwide postage.
Anyway someone in USA bid and won and paid by paypal. They however only paid £5.00 (£4.00 ring £1.00 p&p??????????)
How they got to this amount i don't know. I hadn't even sent them a invoice for their purchase. The correct invoice total is £4.00 ring £5.00 p&p worldwide.
I rejected the paypay amount. I contacted the buyer imediately and resent invoice. The buyer failed to respond. I reported the item as unpaid after 7 days and ebay replied that the buyer has responded and has said they will pay straight away. That was now 5 days ago.
I have still not heard from the buyer. How long do I wait and do I report agin as unpaid after 7 days.

Try emailing the buyer again saying that you have not recieved any payment and are continuing with the non payer bidder strike. I usually give them a time limit to respond, which isnt long as by then they have had ages. Some buyers say they are sending payment to stall or think you will stop the process. Anyone genuine would make sure you got your payment.However by responding it means you can serve the non payer strike straight away , rather than having to wait 10 days. If they dont give a satisfactory response to you, which i would consider a payment as a proper response, process the non bidder strike. They have had a warning and should really have pulled their finger out.
I do hope you have not cancelled the process but ? as I dont believe you can process two non bidders for the same item.0 -
Like cat72 has said, as long as you haven't cancelled the original NPB process you can reclaim your fees 7 days after starting the process.
So basically, if you haven't been paid 7 days after you started the NPB process just file for your FVFs and tthe buyer will get a NPB strike on their account.
I have in the past emailed the NPB buyer 24 hours before I finalise the NPB process telling them what I am doing and saying that once i complete the process the item will be relisted and will no longer be availablefor them to buy. I rarely ever have to complete the process.
