we are parcel delivery - rubbish

Hello,
I arranged we are parcel delivery to collect and deliver,
I went through there website all OK.
After the item was expected to be collected I tried there website to find out why they had not collect, But nothing there- the tracking link did not work! So I waited a day As collection date is not guranteed. Next day still nothing. So i contacted there online chat (brickwall) who stated the driver entered the building and got to the flat but no body was there! Two days earlier, But they did not let me know anything.
As is not the case I asked them to try again /investigate, there reply - book again and pay again! My reply if i am paying again it will not be with you! So I opened a claim, they closed with no reason. I expalned that the driver had not tried hard enough, as there is security at the main enterance 24/7 and he would of not gained access to the flat, and security had the parcel. Response still pay again from we are parcel delivery, so I email my complaint, now they are stating that the driver could not gain entery passed the main enterance, again somebody there 24/7.
The service and replies from we are parcel delivery has been very poor indeed, They have made an error and not even willing to give time to look into never mind trying to fix!
Can they refuse to refund the charges?
Even part charges as they have only tried half of the delivery process?

I give up now with them!
I have used them and same issue, I feel from you post they never sent a courier, as my experence was collection from an office with over 20 staff, but no collection and refused to refund/reschedule, just got b*lls*** replies, not worth persuing0
