You don't say what happens after button press one and button press two. How long is the time interval between presses. What if anything does the computer do eg noises, fan rotation, hard disk spin up, beeps etc.
Has this problem been getting worse or has it been always present ?
My first thought is the power supply is struggling to cope with the initial high loading at startup.

I'd agree with the above. It does sound very much like the power unit simply can't cope with all the devices and hardware. Have you modified the computer in any way since you got it (added extra cards, more hard drives, memory etc)?

You should open up the case and check what rating the power supply is too, and do a quick check that cables are firmly in place.

a loose cable could be causing a short somewhere just push them all in

If you're forced to load default BIOS settings every time you boot, it's probably due to a dead battery on the motherboard.
