We had a new gas meter in September 2011 and despite several requests we have still not received a gas bill.
Is there a time limit on how long a company can bill for fuel?
We are currently several hundreds in credit on our direct debit payments as we have been paying for both gas and electric.

Have you given regular meter readings to your supplier ?
Does your supplier let you do online account managent on the particular tarrif you are on ? you'll be able to see it there if you sign up to that.0 -
Over 12 months would see them not charging but they will argue that your credit counts towards that...in reality they may right anything over 12 months regardless of credit once pushed into a complaint.
A meter change shouldn't take more than 28 days to update. It suggests data has gone missing or poor management controls.

The '12 month back-billing' agreement stops the supplier chargeing for Gas/Elec consumed for 1 year older than the date that they do actually produce a bill, but the customer must show that they contacted the supplier asking for bills
It seems that just over a full year has passed, so in effect at the moment the supplier is prevented from billing just a few weeks supply, but haveing failed to produce a bill over 12 months, it's anybodies guess how long it will be before they get their act together
Keep a written record of the times you contacted them, and because suppliers in this situation tend to come up with fairytale figures when applying the 12 month agreement, keep a weekly record of your meter readings.

And make sure that the billing is adjusted correctly if your previous meter was imperial (the new one will be metric). I hope you kept a note of the closing reading at replacement time?

Yes it is EDF, they now want confirmation of the gas meter reference number again! still no actual bill0
