Help with claiming back overpaid rent and council tax!

Ok, I'm hoping someone has some advice! It's a bit of a long one so bear with me ;)
So, my mum was working part time but gave up work about four years ago! Single mum with 2 children!
So she was working 16hrs and taking home £400 pm wage.
She received £170 wtc and ctc per week and £33 child benefit per week!
Her rent (council house) was £100 per week and council tax was £130 per month! She had to pay both of these in full with 25% discount on ct as was a lone parent!
When I work all this out on the benefits calculator, she shouldn't have been paying that much at all! Can she claim any of it back? Where does she stand if she overpaid for so many years?
Please only advice and no abuse, we are not benefit scroungers, my mother worked all her life until she had to give up to care for my disabled sister! Thanks :)

    Sounds like she hasn't overpaid at all, just that she wasn't claiming the benefits she may have been entitled to.

    4 years ago child benefit was counted as income so she would have been £120 p/m or so better off - its likely she didn't qualify when she made her application but it was he responsibility to put in a further claim at a later date if she thought she may qualify.

    The onus is on the claimant to make sure they claim, if they don't claim it then they cannot ( in most cases) go back and retrospectively claim the benefit.
    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
