I want to close a joint current account (Halifax). Do i have to give notice and does my partner have to be present to sign something when i do close the account?

You don't need to give notice to close the account. It depends on the signing mandate that was set up on the account, if it is "either to sign" then you can close the account by yourself. If it is "both to sign" then you will both need to be present.0

Some banks insist on all parties on an account to sign to close an account regardless of signing mandate.0

You do need to provide both debit cards, any cheque books.
not overdrawn, no pending direct debits or charges - so in credit as moonbeam says0
