Which airline gives FULL refund of canceled flex air ticket paid by credit card?

Most of airlines charges at least booking fee (named also administrative fee, service charge, or similar) of 10 EUR (Austrian, KLM), in case that customer cancel air ticket with flexible option, sometimes named as refundable air ticket.
Is there any airline company that gives FULL refund in case of cancellation of this kind of ticket, like 500 EUR paid - 500 EUR returned to credit card?

I dont think so.

United used to give full refunds if you cancelled within two hours of making your booking (say you made a mistake with your dates or flight timings for example) but I dont know if they do anymore.

EVA Airways (a Taiwanese airline that provides direct flights London - Bangkok and on to Taipei) didn't charge the last time I needed to refund a ticket. A few years ago now.

My own private travel agent told me that she is not charged by the airlines, but charges £10 for economy (inc premium economy) refunds, nothing for business/first.
