Salford Quays & Blue Badge scheme

I wanted to take a disabled person with walking difficulties to the BBC studios at Salford Quays. I wondered if it was possible for a Blue Badge holder to park on the double-yellow lines on the road directly outside of the BBC. So I checked with Salford Council who have informed me that Media City is a private development and as such it is not under local authority control. A company called Peel own the site and the roads on it. What's more, they have their own parking enforcement contractor. Yet these roads look like any other in England.

I'm not quite sure what would happen if a disabled person left their car on these double-yellow lines. But I wanted to post this as a potential warning to anybody who is disabled going there, in case they get a ticket or their vehicle is removed.

I think it's pretty bad that a modern facility like Salford Quays and the BBC have not catered for disabled people to visit their venues.

    Thanks - that is interesting information.

    But you can rest assured that a private firm can no longer clamp or remove a vehicle (Freedoms Act yesterday made clamping/blocking in and towing a criminal offence if done by a private company on private land). And SIA licensed operatives never were allowed to clamp or tow a vehicle showing a Blue Badge anyway (and Blue Badges don't even apply on private land anyway but that's another story!).

    And if a motorist got a 'ticket' (actually just a meaningless invoice) from a firm who are not AOS members (and it seems there is no 'Peel' on here) then the advice is to ignore it because they cannot even lawfully get the registered keeper's details from the DVLA. The BBC themselves could get the registered keeper's details - and so could any AOS member contractor - but any fake PCN from the contractor could still be ignored, just like all fake PCNs, as it's only a matter of ignoring the mail scam. If issued by an AOS member, there's an appeal option against fake PCNs now as well - but certainly no 'pay' option worth considering!

    Your best option is to ask the BBC. They have to make 'reasonable adjustments' by law to make their services accessible to disabled visitors. So email or phone them asap and ask them what they can do for you and your passenger in this instance. I would suspect there are bays available if you ask.

    Did the council state whether the whole of the area (generally known as Salford Quays) was a private developement or just the Media City area. I don't ever recall seeing any indication that you are entering a private area.

    If a person or company wishes to paint double yellow lines on their development, the intention may be 'no parking at any time', yet by inference the same restrictions as public highway double yellows must apply.

    In the UK double yellows indicate that loading is permitted for 20 minutes, or a person displaying a blue badge may park for up to 3 hours.

    It is likely the PPC (VCS?) would place a ticket on the car, but it should just be ignored.

    Consider if a private company put traffic lights on their land. They wouldn't have much of a leg to stand on if they attempted to charge people for going through on green if they decided 'red meant go' on their own private property.

    Peel Holdings own all sorts of property in the North West, including the Manchester Ship Canal so presumably the quays area came along with that.

    My husband works at Salford Quays. I've seen the parking enforcement people, they do try and keep the double yellow lines free. I've been approached when waiting for him outside his work and asked to move. The only place to park really is at the Lowry Shopping centre. If you make a purchase over £5 in the shopping centre or restaurants, then you can park for free for 4 hours.

    I would ring the people who organise the BBC tours and ask if they have any more accessible parking for blue badge holders. They own their own car parks and might be able to make arrangements for you. There is a section near where they do the tours where my husband says the Dragons Den stars park their cars right outside the building they use for filming.

    If it's private, just refuse.
    They can't do anything to you, even if it's twenty deep in parked cars.
