Packaged account charges when downgrading within cancellation period?

A couple of weeks ago I upgraded my RBS current account to a Select Silver one - however a few days later having received the terms of the account through the post decided to cancel the upgrade within the 14 day period.
I went in branch to do this, however instead of downgrading the account they upgraded it to the Royalties Gold one. Having gone in branch again to question it they said they would downgrade it to the normal current account as I had asked, however they have just downgraded it to the silver account again.
I have called them several times over the past week and also been in branch, however the downgrade still has not happened. After calling them yesterday, they advised that I could make a complaint about this to them, which I have now done.
The thing is the 14 day cancellation period is due to end within the next couple of days, and I was wondering if I am still liable to pay the first monthly account charge for the account, given the circumstances? If they do take it out, am I likely to be able to get this back?

Complain until you do get it back.

As long as you gave notice as required in the terms and conditions within the notice period then it doesnt matter how long they decide to take to process it the fees would still be refundable.
If you called them then there is almost certainly notes and possibly a call recording to confirm the request was made within the time limit and so if they do charge it they almost certainly will refund. I had something similar with their sister brand Natwest and they did refund the fee with a single phone call.0 -
