Help choosing a new combi boiler

Hi there
Looking for some advice on buying a new combi boiler for my sons house
Looking for a decent boiler, Worcester or Vaillant but not sure which one will do
Money is tight, as usual, so looking to save, but not at the expense of quality.
His house is a 3 bed semi, poor external walls, good roof/windows
Looking at Worcester Greenstar Junior 281, or Vaillant ecotec 824.
Both seem to give around the same flow rates, 9-11.9l/min
and around 20-25 kw heat
Would either of these be ok? The Worcester is the cheaper so would this be better?
and would the heat output be sufficient for a 3 bed semi?
Would appreciate any ideas/help on these or any other you may know of
