This is either a very bad mistake or there's relevant information missing.

Has the 16 years been continuous, for example, or have there been periods in France - most recently just before moving into the new rented accommodation?

so what would you prefer? isn't "person from abroad" the PC term used, as it sounds better than illegal immigrant, foreigner or any number of other terms that could have been used.

Thanks for that. I don't think it's an unfortunate term, it just sounded very vague to me. I assumed that terms like "EU citizen" or "non EU citizen" would be used, but I'm obviously wrong.
