Can someone help me with this question, what I would like to know is where do you stand if a person on DLA and ESA takes in a person on Income based job seekers allowance do they have to declare this to the social security office, council and council tax office? And how does this affect your benefits we stay in scotland.

All benefit claimants are obliged to notify the relevant departments when their circumstances change. DLA is not means tested so it doesn't get affected.
You can model the impact of the person moving in by modelling the scenario on the Turn2us online benefit calculator.0 -

Is this as a lodger or a partner. From the post it looks like lodger, so you would just declare the rental income to DWP and your LA.
If it's as a partner then you will need to work out which benefits to claim as a couple. Either ESA or IS depending on your full circumstances.0 -
This is my sister she has moved in with my other sister who is disabled and gets carers to help her with daily needs 4 times a day who stays in a 3apt house with her 14 year old daughter.Became Debt Free 2009

OK, fortunately, there is no question of them being seen as a couple.
This means that their benefits are much less affected than if they were.
There is no question of a 'joint claim' for example.
Depending on the levels of DLA, and ESA, the disabled sister may not be entitled to some of the benefit she currently gets for living without another adult in the house.
However, carers allowance may be claimable if the moving in sister is on a low wage, or benefits.
The interaction with social care is another question.
I do not know how this works, but it seems possible the 3 visits a day may be conditional on there being no one else to help her,0
