    A re-fret won't fix a dead spot - it is a characteristic of the wood.

    It's correct that is is common for guitars to have a dead spot, but I don't know what the general policy is on acceptability of dead spots.

    (I reckon that Knopfler, Clapton, et-al get to choose their guitars, but even so they tend to find one particular one and stick with it.)

    I have had several classical and electric guitars over the years and never heard of anything like this.

    All guitars vary in tone across the notes and obviously pitch but I've never noticed such a pronounced variation in sustain. However I have always had to do a certain amount of work to set up each electric guitar I have owned before I was happy with the sound. Didn't matter if it was a cheap ebay guitar or a new Fender they all required some set up.

    It may well be worth ringing round a couple of local music shops to see what they would charge for setting up the guitar, failing that try some guitar teachers. Then the guitar would either fixed or you would have an expert opinion that it wasn't fit for purpose.
