Can I reclaim bank charges if I have an unpaid loan with the bank?

you can ask them to refund charges. Their answer will be yes or no. However, if yes, they can use the money to offset defaults, arrears and amounts previously written off/reduced.I am an Independent Financial Adviser (IFA).
