is it just the driveway that is against your garage or is there soil too?

a linear drain may not solve the problem if there is water under the drive and no tanking on the brickwork

you best option is to cut away the section of driveway by the garage and dig down to bottom of your garage blackjack the wall. then either use a geotextile line the wall and come back 4-5" at the bottom and back upto ground level place a slotted drainage pipe in the bottom and connect to soakaway or existing grage drain and backfill with drainage stone this wil allow any water that is under the drive to make its way out. when replacing drive put in an aco/linear drain (as described in posts above)

Which brings it back to the issue of it involving the neighbours, it's their drive that would need digging up;)

Not ideal to build a garage on the boundary when the soil in the adjacent plot is higher than the garage floor.

Quite true, However it is clear that noone knows if that was the case when the garage was built. It could be that the garage was there first and the driveway was built up at a later date.
