Paypal dispute problem?

Hiya, I bought a baby clothing item off ebay, it came filthy, covered in cat hairs and matted with food so obviously I returned it to the seller (Tracked through RM) This was done without opening a case as seller seemed reasonable.
Anyway, seller hasnt refunded (Has parcel) so I opened up a PP claim begginning of last week. Have put tracking ID etc on there.
No response from Seller so I wanted to escalte the claim = Only Paypal website wont let me do it - Keeps saying I havent filled in the form correctly (I have, and have double checked)
Is there a website problem or shall i ring them?
