No that is what is making this odd.
Full payment was received within 3 days of auction ending. Item was sent to paypal address by special delivery and arrived well over a week ago. There has been nothing odd about the payment at all

I wonder if this 'support worker' would agree to discuss it over the phone. At least then 'A' would be able to figure out if it's a wind-up ...?0 -
I would be inclined to ignore any further messages and see if the buyer raises a dispute.0

Just out of interest, what was their feedback like before this? History of buying / selling?
Either the buyer is someone with some very serious issues, or someone thinking they're being clever and trying very hard to con a seller out of an expensive item by running the seller round in circles...probably hoping the seller gives up and refunds and they get to keep the item.
I think now is the time to stop contact and let them raise it through ebay if they're that bothered. If they raise and INR, seller has proof of delivery. If they say its SNAD, ebay will require them to return it tracked anyway. And, as you say, if buyer tries to say card used fraudulently, there's proof in the many emails that have already been sent that the item was, actually a known purchase by the buyer.

The feedback looks Ok, looking at it now with hindsight there was a gap of about 8 months between the last batch of buying and this batch. goofbay suggests around 22 purchases in the past 6 weeks with about 16 feedback left by sellers and 7 left by buyer in return.
'A' is going to leave it now and see what happens next. This would be quite funny, but rather than sounding like someone 'a bit thick', it does sound like someone with 'issues'.
I think I would just reply to the 'support worker':-
Dear support worker,
I'm sorry that an item was sent to a person in your care without them requesting it. As they are a vunerable person, I'd hate to be acused of abusing them, so I am more than happy for them to keep the item, and I will not make any further demands for payment.
I hope they are able to get some use out of this item. If not, then please feel free to dispose of it as you see fit.0 -
The only update I have is since the support worked last emailed saying she did not want any further correspondence- there has been nothing at all .
