citibank - 4.9% on cash advance

I've got a citibank credit account which was 0% and has now reached its cut off - they are now offering cash advances of 4.9% apr - I am thinking of taking it up and paying my overdraft off then switching my outstanding balance to another 0% card this will mean an outstanding balance of around £1880-
one problem is though that I have been denied 0% cards before - though I havnt deferred payment on anything before - I have gone over my overdraft like any other student has - though I have made applications to offers like the first direct free £25 when you open an account offer and also I tried to open a alliance and leisceter account - is there anything i can do to make a lender give me a yes and is the 4.9% cash advance a good idea ? any other ideas or offers ??

Are you absolutely sure it's a cash advance at 4.9%? And not a balance transfer from another credit card?
