He's already answered this to be fair.
While he has 2 houses, others below him can live 2, 3, 4 families to a house. They can share all resources, such as transport etc, while he complains about the lack of green incentives on a 4x4 guzzler.0 -

I can see how it benefits big business and investors. But the man in the street with a job to put a roof over the head of, and feed his kids?
