    does anyone know how I can figure out where the stopcock would be in my flat? The meters for gas and electricity or for electricity only have been outside the flat in the past few places I have lived in.

    the fuse box is in the same cupboard as the water tank.

    Ask your neighbours where theirs is, it's likely the flats were all plumbed the same.

    However you should have a stopcock on the supply to the water tank so the ball-valve can be changed.
    A kind word lasts a minute, a skelped erse is sair for a day.

    thank you think there is one flat that is owner occupied on my floor will ask them as I doubt any of the tenants will know and will then tell the people I say hello to.

    When I had an airing cupboard I wrote on the inside of the door the location of various stop taps and what they controlled.
