Paypal confusion

Just received this email, addressed to me with my proper name. No clickable links on the email - I've checked my paypal account and there's no payments pending and all items show transaction completed. Phishing?
On a separate note why would an item I've received payment for not be eligible for seller protection on paypal?

Are you awaiting any payments for eBay items etc?
The content is correct, that any card funded payment will require you to upgrade to premier account.
Its been that long since I upgraded, I cannot remember if the payment does show prior to upgrade.
What is shown on the right hand side [policy updates etc] when you login0 -

Looks like the email I got many years ago. Wording sounds correct. If in doubt you can do 2 things....1, email paypal spoof and as if it's authentic, or 2, sign into your paypal and you may have a similar message there. If you can't find a message there then go to account and check to see details of last payment.....there should be further details there.0 -
Do you already have an upgraded account, ie do you pay fees to receive money in paypal? If so then it could just be a paypal glitch. Just checked paypal again and there's no similar message there and nothing about policy updates. The two ebay items I've had payment for both say completed and safe to send item, etc. I haven't got an account where I can accept credit card payments and I'm not expecting any payments from anywhere.
The only thing I've done in the last day is add another email address to my paypal account. Could it be something to do with that?
In the meantime I'll email paypal and see if they can shed any light on what's going on.
The other thing I'm not sure about is both the item's I've been paid for - one £16 and one over £200 both say not eligible for seller protection and I don't know why?0 -
Just spoke to paypal and they reckon that there's unusual activity on the accounts of both buyers and have recommended that I refund their payments and second chance both items. Seems a massive concidence to get two in the same week when it's never happened before. As for the email he thinks it's a spoof as there's no pending payments in my paypal account - credit card or otherwise.0
