    (1) it is not a 'Premium' number.
    (2) The decision to return a missed call is yours - so why would you?
    (3) The caller does not receive revenue from the inbound call, so it isn;t a 'scam'.
    (4) What are you hoping is 'closed down'? Calling phones and hanging up before the distant end answers isn't going to be legislated against.

I am surpised that anyone thanked you for your post buzby, it totally negates the ethos of this board, and contains nothing but misinformation. However to deal with your points seriatim

    1. It is, it will cost at least 10p a minute to call them back, probably more from a Virgin phone

    2. I really do not know, why do people fall for 419 scams, stupidity, greediness, curiousity..

    3. Yes he does, and yes it is.

    4. What?

Perhaps, before reply to posts in future, might I respectfully suggest that you read up on the subject. Here would be a good place to start.

0871 is a PREMIUM rate number regulated by the premium rate regulators, PHONEPAY PLUS

Even if he does not return the call why should he keep receiving calls designed to cause annoyance and illegally make money? Yes it is illegal to make such calls, tempting people to call back and make money from them.

0871 is a revenue sharing number with up to 7p/minute being earned by the purchaser of the number.

It has already been legislated against and PhonePayPlus are the premium rate regulators.

    Not Buzby again !!!!:D

"PhonepayPlus (previously known as ICSTIS) regulates premium rate (or phone-paid) services in the UK. These are the premium rate goods and services that you can buy by charging the cost to your phone bill and pre-pay account.

Premium rate numbers generally begin with 09, 118, 0871, 0872 and 0873. Mobile text shortcode numbers - the five- and six-digit numbers that you can use to enter text competitions, give to charity via your mobile, download mobile games, etc. - are also considered premium rate. "

    Does he have form?

The internet is full of people who think they know everything, yet in fact know very little. I 'll bet the person who thanked him was his brother in law:rotfl:

    Of course:
    (1) the code may cost a premium over standard call charges, but Premium rated calls all commence 09xx and use revenue share as the business model. By all means misrepresent what is actually meant, but following your reasoning, 09 numbers don't differentiate anything.

    (2) it is a PUBLIC telephone service. Anyone can phone your number, and how do they 'make money' - certainly not from the act of calling that number, but I would expect any adult to treat it with the contempt it deserves, for those that cannot, buy a Truecall.

    (3) For those that are old enough to remember, 0870 numbers started in exactly the same way. The regulator of the day declaring that the cost was not to be used by third parties - although no explicit ban was put in place until a few years later when rebates on calls were totally prohibited.

This is now the situation that 0871 codes find themselves - and are being misused. AIUI, the same proceedure (totally blocking revenue share) is now being prepared.

PPP is a self-funding offshoot of OFCOM, and will attempt to 'land grab' anything that might make them a bit of money. So their involvement doesn't confirm any legitimacy to the proceedure.

As for there being 'legislation' existing reading this, a reference would be useful, as so far there has been nothing other than conjecture. Kindly explain who believes it to be a crime to call someone and not complete a call?

Certainly considerably more than the OP - but then, having been in the industry for 40-odd years, I've a pretty good head start. As for your disrespect - well, I've broad shoulders, and suffer fools gladly. (It's the only way they'll learn). ;)

You really need to keep up to date then. 0871 numbers have been classed as premium rate for over 3 years.
