Problems with cancelling Talk Talk

Recently my boyfriends mum went into a care home, he has power of attorney over her financial affairs and as such we have cancelled all her bills etc, but the only one left is Talk Talk.
I have called numerous times, and we've sent the court letter (not a copy) showing that he has the right to act on her behalf but last night I attempted to call again, I got through three times, had to wait at least ten minutes each time, and when I explained the situation, they cut me off, three times!
One of the advisor's told me that due to Ofcom rules they have to speak to the person named on the bill, but surely the power of attorney counts for something? It's closed down everything else, and changed her bank account.
Any ideas on how we cancel this service would be great,

You say that it is your boyfriend who has Power of Attorney but that it is YOU who is calling TalkTalk? Might that be part of the problem?0

A PoA overrides the usual guff from Customer Services, however staff usually have no clue - so as you are not negotiating anything, you WRITE stating what you require done, enclosing a copy of the Certificate.
Only the registered person on the certificate can initiate this correspondence.0 -

He's with me when we call I'm not calling them on my own and have said if they want to talk to him he's there. And we've already sent a registered letter asking them to cancel the account with the court documents, but they sent a letter back saying they need to speak to the person named on the bill.
I've been in touch with Ofcom this morning and he's giving them a call this afternoon and they will talk to them on his behalf, so hopefully we'll get somewhere.Bank Charges won £4,800 in 2006 From LloydsTSB

You've just connected (sadly) with a brain-dead idiot.
That said, I'm surpside OFCOM are doing anything, as they are not oriented towards consumers. However, you might like to let a few newspapers know, as they just love this level of incompetence. THis is just one step away from demanding a deceased customer calls to verify cancellation.0
