Scottish government Letting Fees

I have heard on the grapevine that the Scottish Government have deemed that letting agents reference holding and admin fees are unlawfull.
Does anyone know if this is true and how or when we can claim this money back?

Is it advisable to claim the fees back when still renting through the company or should I leave it until we leave. Is there a time limit to when you can claim?0
