Buying Hang Sang Index (EPW) via sharebuilder?

I wanted to buy the ishare hong kong index (ticker EPW) via the 'three quid a go) Halifax share builder option. It wouldn't let me and I realised it's nyse listed. So presumably I'd have to pay full fees, will they make me do a W8-Ben as well?
I was thinking there might be a similar etf on the footsie? What do you think?
