Ground rent payments

not sure where to post this!
I received a letter form a company (full name and address supplied) on saturday , (dated 24/4/2012!)
it does not say whether it is a statement, but says :-
rent arrears c/f 62.50
rent 2.50 to24th dec 2011
total due 65.00
the bottom of the sheet has a remittance slip.
it also has on the reverse lots of small print regarding leasehold reform act 2002 etc
I received a similar letter from them in about 1997 which i ignored.
how can i tell if they own the ground and are legitimate ?
i have just downloaded a copy of the Titles from the land registry - £4!
and the company is not mentioned, although it does state a £5 annual charge (not the £2.50 asked for!) between 2 other named people.
I'm only a locksmith in Cheshire and not very bright!
