Ideal Standard Dual flush loo - delayed filling

Hi, I have an IS dual flush toilet. Recently it has been taking a while to fill. When you push the flush it flushes as normal but takes a while before the water is flowing.
I have taken the cistern lid off and it looks like the pneumatic valve (I think they are called that - its not a ballcock anyway) isn't sinking and activiting the water valve. I have tried WD40 and limescale remover in case there is something preventing it moving.
It DOES eventually fill but we are a busy household and 'waiting' can be a bit problematic :eek:
I have so far steered clear of disassembling the valve.. Any help or tips greatfully received.

Blocked filter or new washer needed on fill valve....check how to service it/diagnose here.0
