Clean windows on 1st floor

Lets start with the windows are the UPVC double glazed ? or even recent wood double glazed you should be able to open the windows enough to get your hand through from the inside to wash the outside, and any windows that dont open probably have a window that does open next to them so you should eb able to clean them from inside the house.
